According to prof. Marcin Wiącek, Ombudsman, the subscription act in its current form raises “a huge sense of injustice”. Last year, the Commissioner for Human Rights emphasized in an interview with , that changes in the law are necessary. – This is about legislative changes, this law needs to be tightened so that it does not raise a sense of injustice and that the subscription enforcement system is effective. There should be a guarantee that it is paid by everyone obliged, in a common and fair manner, he said.
– This regulation is based on the presumption of the obligation to pay a license fee when you own a radio or television receiver. On the other hand, many people use radio or television without having a receiver. They are not obliged under the current law to pay the subscription fee. And this raises doubts among people who report to the Ombudsman – explained Wiącek.
How much is the radio and television subscription in 2023?
Last year, the subscription fee for a radio set was PLN 7.50 per month, and PLN 24.50 for a radio and television set, i.e. PLN 90 and PLN 294, respectively.
From January 2023, the RTV subscription is:
- for a radio receiver – PLN 8.70 per month, i.e. PLN 104.40 per year;
- for a television or radio-television receiver – PLN 27.30 per month, i.e. PLN 327.60 per year.
The fine for not registering the receivers and not paying the subscription fee can be up to 30 times its monthly amount.
Who does not have to pay an RTV subscription?
Persons exempt from paying the subscription fee are:
- people over 75;
- persons who have reached the age of 60 and are entitled to an old-age pension, the amount of which does not exceed 50% of the monthly average salary;
- people with a significant degree of disability, unable to work or having the first disability group;
- war and military invalids and people repressed during the People’s Republic of Poland.
RTV subscription. Who can get a payment request?
According to “”, only those people who have not deregistered radio and television receivers and stopped paying for them will receive a call for payment of the overdue radio and television subscription fee. However, the call will not come to people who have not registered receivers at all. “Even if they do not pay the radio and television subscription, they will not suffer any consequences, because they do not appear in the Post Office file” – we read.
