In October 2012, the Sports Minister, José Francisco Cevallos, in the Rafael Correa government, suspended the loan of the complex in favor of the COE.
The recent discovery of the National Police of the systematic theft suffered by the High Performance Center (CEAR) de Durán revealed the neglect and abandonment of these facilities by the entity in charge.
This site, which was called High Performance Olympic Center (COAR), served as a concentration for several national teams, international tournaments, sports exhibitions were held, it had a first-class medical center where medical examinations were carried out, control of athletes for their international competitions and it was administered until 2012 by the Ecuadorian Olympic Committee (COE).
The then Minister of Sports, Jose Francisco Cevallos, in the government of Rafael Correa, who had entered into a dispute over sports management with the then president of the COE, Danilo Carrera, revoked the loan in favor of the COE and Jimmy Montanero, as a delegate from Cevallos, on October 26, 2012, he fulfilled the delivery-reception of the COAR.
The promise was that a rehabilitation process of the facilities so that in three months attention is provided not only to the High performance sportsmen, but also to those in training categories and to the general public, “which was the reason for their existence.”
Ministry of Sports is not responsible
After the events that were public this week in which the systematic theft of CEAR de Durán’s assets was discovered, everything pointed to the Ministry of Sports because, supposedly, this State portfolio is in charge of its care and maintenance. Regarding the degree of responsibility, Sebastián Palacios, Minister of Sports of Ecuador, clarifies: “The Ministry of Sports cannot invest resources, nor have security expenses while the handover is not made by the Public Company Training Centers for High Performance (CEAR EP) to this State portfolio ”.
Palacios adds that “in Durán, real estate and personal property are in the liquidation process of the Public Company CEAR-EP, arranged through an executive decree of May 19, 2020. Currently, they are the property and responsibility of the CEAR-EP in liquidation by the Coordinating Company of Public Companies (EMCO-EP) ”.
The Secretary of State clarifies that after it became known about the commission of the crime in the Durán Center, they took actions: “The liquidator is already in Guayaquil to coordinate the receipt of recovered goods by the National Police; while the Zonal Coordination 8 team has contacted Lieutenant Álex Lara to collaborate throughout the process ”.
