Regarding the voting process, Sotomayor questions that “after registering a tie in the election, what corresponded was to vote again. The art. 27 of the COE statute says that the list with half plus 1 of the votes will be proclaimed of the assembly. It was argued that before the tie, the president of the COE had a casting vote according to art. 16, before which the international observer allowed the President Morán vote for the second time.
