The elections took place on September 4 and the result was endorsed by the IOC, despite the complaints of Andrea Sotomayor, of the losing list.
Almost two and a half months after winning the presidential elections of the Ecuadorian Olympic Committee (COE), Jorge Delgado Panchana and the members of his board were finally registered with the Ministry of Sports. An administrative obstacle (generated by Andrea Sotomayor) prevented this requirement from being fulfilled, despite the fact that the winner of the previous September 4 elections had already been recognized by the International Olympic Committee (IOC).
Sebastián Palacios, head of the Ministry of Sports, through the director of Sports Affairs of that entity, informed Delgado and Augusto Morán Nuques, elected and outgoing presidents of the COE, respectively, last Friday of the measure taken by the portfolio of State.
In a two-page document addressed to Morán and Delgado, the Ministry of Sport informs them that the procedure was carried out “in response to official letters number COEPRES-444-21 of September 21, 2021, signed with procedure number MD-DA-2021 -7831-INGR and number COEPRES-462-21 of October 6, 2021, signed with the procedure number MD-DA-2021-8250-INGR, through which the registration of the directory of the Ecuadorian Olympic Committee is requested ”.
It is detailed that Delgado’s election is recognized “once the documentation required for directory registration has been reviewed; accepting what is detailed in memorandum no. MD-DAD-2021-1382-MEM of November 12, 2021, through which a favorable legal report was issued for the directory registration of the Ecuadorian Olympic Committee; entity to which the reform of its statute was approved by Ministerial Agreement No. 0497 of November 11, 2020 ″.
And after recalling the names of the thirteen officials who will accompany the new president of the COE “for a period of four years, from December 4, 2021 to December 4, 2025, according to the time determined in article 24 of the statute. current organization of the sports organization ”, the lawyer Carla Sofía Vivero Gordillo, director of Sports Affairs of the ministry of the branch, closes the communication.

Registration made
“The present record of the governing body of the Ecuadorian Olympic Committee was made based on the information and documentation provided by the interested parties so that the veracity of the documents entered are the sole responsibility of the petitioners,” he said.
The board of the former swimmer had not been registered due to Sotomayor’s refusal to sign the minutes of the COE assembly in which Delgado defeated the candidate Danilo Carrera with the casting vote of Morán, after a tie at 37. Sotomayor (former Secretary of Sport in the Lenín Moreno’s national government) acted as secretary of that assembly on September 4, in addition to being a member of the Carrera list.
Sotomayor argued that the original minutes did not establish “what actually happened” in the assembly. Then he drew up and signed another with different content, a document in which Morán did not put his signature (the signature of both was a requirement). “I have put in the minutes what happened in the assembly, in my capacity as notary. It is Augusto Morán who does not speak out indicating what his discrepancies are, ”said Sotomayor last September 20, interviewed by EL UNIVERSO.
‘A tantrum’
Sotomayor’s refusal to sign the minutes for the Sports Ministry to register the winning board was described by Delgado as a “tantrum.” For the winning candidate, who was a finalist in swimming in the 1972 and 1976 Olympic Games, the position of the former Secretary of Sport was that of “a hurt loser. The process was transparent because there were observers, a delegate from the IOC and a notary public, witnesses to everything that happened ”.
Sotomayor, who presented a protection action to be reinstated to the COE (a petition that in the second instance has already been dismissed by the ordinary courts considering that her constitutional rights were not violated), has advocated for several days for the repetition of the elections.
