Quito councilors filed a new complaint against Mayor Santiago Guarderas for alleged participation in offshore companies

Correismo councilors Luis Reina, Blanca Paucar and Soledad Benítez, accompanied by Paulina Izurieta, from the Democratic Left Alliance – Vive, filed a complaint this Tuesday with the State Comptroller General’s Office (CGE) against Mayor Santiago Guarderas for alleged participation in companies created in tax havens.

This occurs the same day that Guarderas announced that the Comptroller would have filed a first complaint against him, for the same issue.

Councilman Luis Reina pointed out that they have “new information supported” in the Superintendence of Companies in which he would link the mayor with two companies. “We have information that Santiago Guarderas is a partner of the company Coppa & Pi Inmobiliaria and that this company also has Quevedo Ponce Corporated as a shareholder, of which he is also a shareholder,” he pointed out.

He emphasized that the mayors ask the CGE for speed to initiate an investigation on the subject and that if it is verified, it would be subject to one of the prohibitions established by law to be a candidate and to hold public office.

For his part, Mayor Santiago Guarderas assured this newspaper that on June 4, 2018 he gave up his shares to present himself as a candidate for councilor for the Southern District.

The mayor of Quito, Santiago Guarderas, announced that the Comptroller filed a process for alleged participation in offshore companies

Before the announcement that the mayor published on his Twitter account, Reina said: “We do not know the support of the alleged file of that complaint, in our opinion we have official information, new, therefore, it is up to the CGE to verify and make your statement.”

He also denied that this action is a political revenge, as a result of the removal of Jorge Yunda, which was not supported by three of the four mayors, now complainants.

The mayors present outside the Comptroller’s Office pointed out that on February 15 they requested that the Metropolitan Council establish a truth commission to support the investigation process, so that the mayor, directly, presents the information and can deny the accusations, the same one that did not have the majority and was not confirmed.

According to councilor Soledad Benítez, the mayor has failed to comply with the Organic Law on Tax Havens, issued in 2017, which establishes that the authorities that are going to be subjects of popular election do not have their money in tax havens.

Finally, the councilors expressed the request for Santiago Guarderas to step aside. “It should be consistent, he asked Yunda at the time, therefore, as long as there is no clarity about this process, the logical thing would be for him to step aside (…) The one who has generated the institutional chaos is Guarderas, he wanted to be of mayor, at least meets the minimum legal requirements, “said Benítez.
