Kommersant: Agricultural producers complained that they received less than 3% of funds for support

By mid-March, agricultural producers received less than 3% of the 127 billion rubles allocated for state support of the industry, which threatens to disrupt the sowing campaign. This is reported by “businessman” with reference to the participants of the meeting in the Ministry of Agriculture of the Russian Federation.

Earlier, the Ministry of Agriculture recommended that the agro-industrial complex management bodies make amendments providing for the advance payment of part of the costs. The newspaper’s interlocutors said that only five regions have begun the process of changing the legislation, allowing advance subsidies, although it was required to send funds before March 25.

The situation is aggravated by the fact that preferential loans are also unavailable. The source of the newspaper said that, given the increase in prices for seeds, plant protection products and fuel, some farmers will not be able to start sowing. The problem was also confirmed by Tatyana Gubina, Head of Staff of the Union of Potato and Vegetable Market Participants.

According to the sources of the newspaper, the position of Deputy Minister Elena Fastova, the subjects that until July 1 will bring less than 50% of the support to farmers may lose part of the federal subsidies this year.

Earlier, the Russian government allocated another 25 billion rubles. to provide soft loans to farmers. The preferential loan program for farmers was launched in 2017. It assumes that agricultural producers can take a short-term or investment loan at a rate of up to 5% for the development of crop and livestock production, as well as for the construction, reconstruction or modernization of enterprises for the processing of agricultural raw materials.

For the week from March 5 to March 11, 2022, consumer prices increased by 2.09% due to the depreciation of the ruble and increased demand for a number of food and non-food products, TASS reports citing a review by the Ministry of Economic Development. Despite the slowdown, non-food products still make the main contribution to inflation (3.16% after 4.52%).
