In Russia, they may introduce installment plans for the installation of utility meters as a measure to support citizens and businesses. This is reported by Izvestia with reference to the working version of the government’s priority action plan.

According to the publication, the authorities also plan to change the procedure for charging fines for late payment of housing and communal services for citizens and management companies and untimely verification of expired meters. In addition, by the end of the month, the government intends to set the rate of advance payments for contractors for regional operators of capital repairs – more than 30% currently allowed.

Izvestia reports that the government plans to approve these measures by March 28.

Earlier, a State Duma deputy, second secretary of the regional committee of the Communist Party Renat Suleymanov, suggested that some Russians would not be able to pay for housing and communal services.

“Already today, utility companies are raising penalties due to the growth of the key rate. Could you tell us what measures are being taken to avoid the growth of debts, penalties for housing and communal services? We understand that a number of citizens will not be able to pay them on time. We had a one-year moratorium during the pandemic, what measures is the government taking today?” he asked.

Recall that earlier the Federal Antimonopoly Service (FAS) decided to study reports in the media and social networks about the rapid rise in heating prices for the population. The Office will analyze this information in terms of possible violations of antitrust laws. “Mad” bills for heating are outraged, in particular, in the Orenburg region. Several times in Novosibirsk there were rallies against the increase in housing and communal services tariffs.
