Political environment of the National Assembly puts at risk approval of urgent investment law

The political confrontation of the National Assembly does not pay for the urgent project to attract investment, strengthen the stock market and digital transformation to gather enough wills to approve the Executive’s initiative in the second and final debate.

The Government’s criticism of Parliament for the granting of amnesties, for the approval of the salary adjustment to teachers, the threat of applying a cross death and the intention to evaluate the management of the president of the legislature, Guadalupe Llori, do not create the conditions so that in the Assembly there are 70 votes for its approval.

Final report of the investment law will be voted on in committee without having unanimous support

The term to approve the bill of the Executive expires on March 24, and the Economic Development Commission this March 16 advances in the analysis and adjustment of the final text, for which they expected to approve the report that night, but positions Anticipated policies of the legislators did not guarantee unanimity, and the session was suspended at 6:00 p.m. They will meet again on Thursday, March 17, to try to approve the document.

Even legislator John Vinueza, from the Ecuadorian Union movement (EU), anticipated presenting a minority report, as well as the benches of the Christian Social Party (PSC) and the Democratic Left (ID) announced a possible abstention. On the other hand, the two votes of the Unión por la Esperanza (UNES) bench are conditioned to the inclusion of all the observations presented to the Executive’s project.

Legislator Francisco Jiménez (BAN) admitted that there is not a sufficiently favorable environment for the processing of the urgent project, but that moment must be faced and that the assembly members must comply with the preparation of the best possible document to achieve the approval of the report within the Commission.

There is a risk that the project will not be approved, and institutional decisions will have to be made respecting the Constitution, said Jiménez, who also pointed out that these risks respond less to the content of the law than to the divergences that the National Assembly is going through and “ That’s the underlying problem.”

The problem, more than because of the text, is because of what is happening in the context of the Assembly and that reality cannot be covered with a finger, said Jiménez. The ruling party at the moment only has three votes in favor of the project within the legislative table.

The vice president of the table, Wilma Andrade (ID), anticipated that she will abstain from the report on the urgent law, although she said that there will be a meeting of the bench to assess the content of the project; but from what you can see within the commission there are still no agreements for the Executive’s initiative to pass.

He said that he had focused on the topic of the over-the-counter market, that is, in the third book of the project regarding the risks that the public sector would have when it enters the over-the-counter market. That part of the law is not consistent, since it would rather shield the public sector, because the over-the-counter market has no rules or regulations.

He also admitted that the political environment of the National Assembly is complex, and that this should lead to reflection and that Parliament should act without thinking about the elections or the proposals of each party, in this way the Government would not have pretexts to point out that his administration is not working because the legislature has denied this project.

The delegate of UNES before the Commission, Carlos Zambrano, announced that the approval of the report in the Commission and in the plenary session of the urgent project will depend on whether the observations raised are accepted. We are going to wait if the Commission accepts the UNES proposals to define the vote. (I)
