The Committee of Ministers of the Council of Europe voted for Russia’s withdrawal from this organization after 26 years of participation in it. This happened at an extraordinary meeting of the Cabinet. This is reported on the website of the CE itself.

Thus, from March 16, 2022, Russia ceases to be a member of the organization.

On the eve of the Minister of Foreign Affairs of the Russian Federation Sergei Lavrov handed the Secretary General of the Council of Europe a letter of withdrawal from the organization. Pyotr Tolstoy, Vice Speaker of the State Duma, head of the Russian delegation to PACE, announced this on his Telegram channel. According to Tolstoy, “the entire responsibility for breaking off dialogue with the Council of Europe lies with the NATO countries.” He noted that due to the unprecedented political and sanctions pressure, Russia does not plan to pay an annual contribution to the organization.

Later, the Parliamentary Assembly of the Council of Europe voted to exclude Russia from the organization. 216 deputies voted for the draft document, three people abstained.

On March 10, 2022, the Ministry of Foreign Affairs of the Russian Federation announced that Russia no longer intends to participate in the Council of Europe, indicating that countries unfriendly to Moscow continue the “line of destruction” of the Council. Later, the vice-speaker of the Federation Council of the Russian Federation, Konstantin Kosachev, specified that Russia’s withdrawal from the Council of Europe could also imply the denunciation of the organization’s Charter and the European Convention on Human Rights.
