Russian Foreign Ministry: Russia officially withdraws from the Council of Europe

The Minister of Foreign Affairs of the Russian Federation Sergey Lavrov presented the Secretary General of the Council of Europe with a letter of withdrawal from the organization. Pyotr Tolstoy, Vice Speaker of the State Duma, head of the Russian delegation to PACE, announced this on his Telegram channel.

According to Tolstoy, “the entire responsibility for breaking off dialogue with the Council of Europe lies with the NATO countries.” He noted that due to the unprecedented political and sanctions pressure, Russia does not plan to pay an annual contribution to the organization.

“I emphasize that Russia is leaving the Council of Europe of its own free will, this is a balanced and deliberate decision,” the politician added.

The head of the State Duma Committee on International Affairs, Leonid Slutsky, noted in his Telegram channel that upon leaving the Council of Europe, Russia would be forced to denounce the European Convention on Human Rights. “But do not be afraid, all rights will be guaranteed in our country without fail and unconditionally,” he said.

As previously reported, to withdraw from the Council of Europe, a federal law is needed to denounce the Convention for the Protection of Human Rights and Fundamental Freedoms. This law cancels the Federal Law “On Ratification of the Convention for the Protection of Human Rights and Fundamental Freedoms and its Protocols” dated March 30, 1998.

After its adoption by the State Duma, approval by the Federation Council and signing by the president, the denunciation comes into force. According to the Statute of the Council of Europe, in such a case, the state ceases to be a member from January 1 of the following year. Previously, only the Committee of Ministers could exclude Russia.

At the same time, in the event of a state being excluded from the Council of Europe, the ECtHR will remain competent to consider complaints that have already been filed.

Previously, one state had already withdrawn from the Council of Europe since its foundation – Greece in 1969.
