The Russian government has abandoned the idea to abolish liability for the use of unlicensed software if the rights to it belong to countries that support anti-Russian sanctions. This is reported by Vedomosti with reference to the latest version of the plan of anti-crisis measures.

Earlier, some media reported that the Russian authorities were allegedly considering the option of partially removing liability for illegal use of software. It was proposed to abolish criminal and administrative liability for the use of software unlicensed in Russia, “belonging to the copyright holder from the countries that supported the sanctions.”

According to Vedomosti, this measure is not listed in the March 9 version of the government’s anti-crisis plan. However, it describes the mechanism of “compulsory licensing” for software and the abolition of compensation to foreign companies from sanctions-supporting countries for “using the results of intellectual activity in the manner of compulsory licensing.”

The bill, the newspaper notes, is proposed to be prepared by March 28.

It is clarified that at the moment, market representatives do not fully understand how the new mechanism will work and how the “compulsory licensing” specified in the plan will differ from the legalization of “piracy” for copyright holders.

Recall that the Ministry of Digital Development of Russia denied the information that allegedly offered to exempt those who use unlicensed software from liability. “Ministry informs that it did not make proposals for exemption from liability for the use of unlicensed software, and currently does not support them. The Ministry of Digital Development plans to discuss this issue with the Ministry of Economic Development,” the ministry said.

At the same time, the press secretary of the President of the Russian Federation Dmitry Peskov said, speaking about what Russia’s response to “economic banditry” would be, that “Russia will somehow resist this economic banditry, choosing those measures that will best suit our interests” ,
