Guadalupe Llori affirms that she will not cling to the position, but that she will defend democracy and that she will make the National Assembly respected

The president of the National Assembly, Guadalupe Llori, surrounded by a group of assembly members from the Pachakutik movement, warned this March 9 that she is not holding on to the position, but that she will defend democracy and the stability of the functions of the State.

Pachakutik meeting did not lower political tensions in the National Assembly and a sector insists on evaluating Llori

This afternoon, at 2:00 p.m., the plenary session of Parliament is convened with five points on the agenda, in which it is expected that the Union for Hope (UNES), the Christian Social Party (PSC) and the group self-proclaimed Pachakutik rebels present a change in the agenda for the formation of a commission ad hoc, with the purpose of evaluating the management of the members of the Legislative Administration Council chaired by Guadalupe Llori.

Since last February 24, the plenary sessions have been suspended and today, March 9, they are reactivated amid political pressure from opponents of Guadalupe Llori, who insist on an evaluation.

Llori in a press conference, at 09:20, said that she is the president and continues in her functions, that she complies with her powers and has the legal and moral authority to continue at the head of the Legislative Function, but that she is not going to to be leading “the distribution of the National Assembly or the assault on the independence of the functions of the State to distribute power.”

He assured that he has agreed with the Pachakutik bench, that they have resolutions and at the end of the day they will know what the results are.

“Guadalupe Llori has never, never clung to any position”, affirmed the head of the legislature and brought up what happened when she assumed the position of prefect of Orellana, when she was persecuted, criminalized and imprisoned, and said: “I did not flee neither for the sewers nor for the lying down, much worse I fled to Miami nor to Belgium, I stayed in Ecuador waiting for them to deprive me of my freedom, that means that the charges have never mattered to me, but here we are going to do respect democracy, the stability of the functions of the State and one of them is the National Assembly, and I am going to enforce it”.

He asked the benches of the Assembly for their respective solidarity and to guarantee freedom, justice, human rights, social and political stability in Ecuador.

Breaches and evaluation

The issues that motivate the evaluation of the CAL are related to the lack of processing of two bills that were presented on November 30 and December 7, 2021, which propose the repeal of the Economic Development and Fiscal Sustainability project that contains the reform tax.

Llori is also questioned for not observing the order of precedence for qualifying impeachment requests against the members of the Council for Citizen Participation and Social Control (CPCCS).

The lack of summons to the plenary session of the Minister of Agriculture, Pedro Álava, to explain the actions in the face of the agricultural crisis and the increase in prices of agricultural products; the non-inclusion of the treatment of the amnesty report in favor of 269 social and political leaders, and the lack of processing of the project of reforms to the Organic Law of Intercultural Education (LOEI), which regulates the new salaries for teachers and pensions retirement benefits for this sector are also issues that push various sectors to evaluate the actions of CAL.

The president of the legislature, Guadalupe Llori, in plenary session 767 this Wednesday included all these issues that are the product of questions from her opponents, but that action did not lower tensions either.

In the morning press conference, legislator Rafael Lucero ratified that the Pachakutik caucus is united and that although there are differences, these gaps will gradually be closed. That the 25 legislators that make up the bloc accept the resolutions of the political committee of the movement adopted last Monday.

While the national assemblyman Salvador Quisphe announced that in the session of this March 9 they will propose in the plenary session that the CAL qualify the bill that proposes the repeal of the tax reform, therefore, reject the pronouncement of the Administrative Council that suggested a prior consultation with the Constitutional Court.

Regarding the amnesties, the national coordinator of Pachakutik, Marlon Santi, asked all the legislative blocks to join the report presented by the Constitutional Guarantees Commission that recommends granting amnesties to 269 social and political leaders, defenders of nature, human rights and those who participated in the October 2019 protests.

Santi commented that the National Assembly has a historical responsibility in the face of amnesties and that on this point the bloc will vote unanimous, but that they need the sensitivity of other assembly members.

The president of the legislature, Guadalupe Llori, said that they are open to dialogue to define the way in which amnesty requests will be processed in plenary session. (I)
