Pachakutik meeting did not lower political tensions in the National Assembly and a sector insists on evaluating Llori

“With the blessing of God,” Guadalupe Llori assures that she remains firm in the Presidency of the National Assembly, although eight legislators who identify themselves as Pachakutik rebels insist on setting up a commission to evaluate Orellana’s representative, for which they assure have the support of the UNES and PSC benches.

The meeting of the political council of the Pachakutik movement, held on March 7, did not lower tensions between the 25 legislators that make up that bench that, together with the Democratic Left (ID) and the ruling party, represented in the Creating Opportunities movement (CREO), led Llori to the presidency of the legislature until May 2023.

Opposition sectors insist on integrating a commission to evaluate the CAL, chaired by Guadalupe Llori

The legislators of the ID and CREO are confident that nothing will happen in the plenary session 767 convened for 2:00 p.m. this Wednesday, because they assure that the internal conflicts of Pachakutik have been overcome, and they also say that the Government remains firm in its bloc that includes the independents grouped in the National Agreement Bank (BAN).

Before an event for International Women’s Day, Llori highlighted the results of the meeting held at the Political Council of Pachakutik, and assured that the resolutions were very favorable for the unity of the caucus and that it has the full support of the bloc.

That the Pachakutik movement has decided to support it, that “they have to accept the resolutions and the mandate,” said Llori, who said that with God’s blessing he remains firm in his position.

However, Mireya Pazmiño, from the Pachakutik rebel group, denied Llori, and said that the political council included an evaluation of the assembly members and asked for unity from all, but that at no time was there any mention of support for the president of the National Assembly.

He assured that the eight legislators from the Pachakutik rebel line remain in favor of forming the multiparty commission to evaluate the members of CAL. That they will remain under the principles of the Pachakutik movement and, therefore, will continue to ask for the evaluation and independence of the Legislative Function. “We are not worried about being sent to the ethics committee, they will have to judge us on the basis,” he added.

Pazmiño clarified that the 25 assembly members of the bloc were not present in the political council of Pachakutik, and that no agreement was reached and what the leadership of the movement did is arbitrarily make a resolution, because the coordinators of all the provinces.

With the Pachakutik meeting held last Monday, the correlation of forces in the National Assembly does not change at all, said Pazmiño, who considered that the decision is made by the UNES, PSC and the group of rebels that could arrive to ten. That instead of going down the number of legislators is increasing. “I think we are more than 72 legislators, because there are quite a few independents who are asking for this evaluation,” he said.

The head of the Pachakutik block, Rafael Lucero, confirmed that the resolutions taken in the Political Council of the movement are mandatory for the 25 assembly members and include the president of the legislature, that there was a wake-up call and it was resolved to maintain unity of the assembly members of the caucus.

In the event that the so-called Pachakutik rebel legislators do not abide by the resolutions, the Political Council decided to activate the ethics and discipline commission, warned Lucero, who did not rule out that a proposal to form a CAL evaluation commission would come from the same caucus, but in a structural way and not at the whim of certain groups.

Commission Integration

The pressure to integrate a commission to evaluate the management of the Legislative Administration Council (CAL) remains in the legislature. Paola Cabezas, a legislator from the Unión por la Esperanza (UNES) caucus, pointed out that they have 72 votes to make up that commission and that includes the votes of the Social Christian bloc and the rebel legislators of Pachakutik.

He said that the Assembly and the CAL missed a great opportunity to give a message of transparency to the country, if they have not violated the law and have complied with the regulations that govern the Assembly and have been clear in their procedures, then no one can refuse a evaluation.

Cabezas said that hopefully they will not have to change the orders of the day or the Assembly will become a give and take, and that the president of the Assembly, no matter what happens, must understand that there is a majority that has lost confidence in her and regain confidence It also happens because you do the right procedures. That the discontent with President Llori is not born now, but is recurring from various breaches that she has made. “It cannot continue to be tolerated that the first function of the State continues to be the backyard of the Executive.”

The PSC issued a statement signed by the national president of the party, Alfredo Serrano, in which he affirms that whoever destabilizes democracy is whoever violates the independence of the National Assembly, which cannot be a branch of the Executive function. That whoever attempts against democracy is whoever does not recognize legitimate majorities and tries to have or maintain them illegally, the document states.

Juan Fernando Flores, from the BAN, hopes that this Wednesday he can see in Pachakutik a consolidated bench that defends the institutional framework and works for the country.

He said that until he sees that there is a new legislative majority, he will not admit it, but they will continue working on the debates on laws such as the progressive use of force and the investment law.

He ratified the ruling party’s support for Llori and the members of CAL, including those from that institution who intend to “attack the institution.”

Elías Jachero, an independent grouped in the BAN, did not rule out that a group of legislators who left the benches support a motion to evaluate the CAL, and if a commission has to be set up for it, there is no reason to fear. (I)
