The possibility of an evaluation of the Legislative Administration Council (CAL), chaired by Guadalupe Llori, from the ranks of Pachakutik (PK), remains latent. With this purpose, the Union for Hope (UNES) bench once again proposed a change in the agenda for the plenary session convened for this Wednesday, March 9, starting at 2:00 p.m.
While the Pachakutik bench tries to reconcile positions through a political council of the movement, which summoned the 25 assembly members, including Llori, for this March 7.
The National Assembly has not held plenary meetings for twelve days after the chaos that occurred in session 766 on February 24, when the head of the body suspended the session amid shouts and requests for an appeal from the presidency by the UNES sector and the PSC. This group intends to form an evaluation commission for the management of Llori and the members of CAL.
What are the breaches of Guadalupe Llori that move her opponents to propose an evaluation
The headquarters of Pachakutik in Quito, this March 7, was filled with assembly members, advisors and militants. Buses also arrived in the La Floresta sector from the provinces, which was questioned by El Oro legislator Darwin Pereira, who said that these actions could lead to confrontations between the bases and the elected authorities.
The session, which was installed after 10:00, lasted until the afternoon. The agenda included the evaluation of the legislative agenda of Pachakutik and of each legislator.
Upon admission, the positions of the rebel assembly members of Pachakutik remained firm with respect to motivating a full evaluation of the Legislative Administration Council; Assemblywoman Mireya Pazmiño even said that this point is non-negotiable and anticipated that in Wednesday’s session they will insist in the plenary session on the integration of a commission ad hocwithout ruling out that the text for this purpose be presented by the UNES bench and that it obtain the support of 72 wills, which would also come from the group of Pachakutik rebels and independents.
Pazmiño commented: “Whoever owes nothing fears nothing. We remain firm in the evaluation of the CAL, within the National Assembly; and reconciliation must be based on the principles of the Pachakutik movement, and that means moving away from the Government, which maintains a neoliberal line”.
The head of the Pachakutik caucus, Rafael Lucero, admitted that there are discrepancies in the bloc, but was optimistic that, after the movement’s political advice, it will come out with a message of unity, since reconciliation based on dialogue is possible. .
Lucero minimized that there is a new majority in Parliament; for him, they are just attempts to form majorities and, since it has not been achieved, they did not achieve the objective, he said.
He clarified that the Pachakutik group is not against the evaluation, but against the way in which it is intended to be done, since it has to wait for a call for the agenda and, through a subsequent debate in plenary, approve its integration. .
Evaluation Commission
Meanwhile, the decision to submit the entire Legislative Administration Council (CAL) to an evaluation has not changed, said Ronny Aleaga, assemblyman and delegate to CAL for the UNES block, who revealed that his bench presented a change in the agenda to discuss the formation of a commission that should investigate those who make up the administration body of Parliament.
If before the evaluation was necessary, today it is urgent, said Aleaga, because there is not the best predisposition from the presidency of the Legislative to reinstate session 766, in which the appeal to the presidency of Guadalupe Llori was raised. The country, according to him, is already scandalized and what it needs are answers about how the authorities are acting.
For the representative of Guayas, from the presidency of the Assembly there is a plan to protect the Government, since he said that on March 7 the Minister of Agriculture, Pedro Álava, arrived at the Food Sovereignty Commission without being invited, when his appearance is scheduled for Wednesday, March 9 before the plenary session.
Francisco Jiménez, from CREO’s official caucus, stated that he hopes that Wednesday’s session will be respectful and that the petitions will be carried out in accordance with the law and without scandals.
The Democratic Left, according to Wilma Andrade, will not support the creation of a commission, because that is why an ethics commission has been established, which can review the conduct of assembly members. That, although the law allows the creation of a commission to investigate, the ID will not be in the conspiracy not only to generate a majority, but also for the decision-making of the State through the Council for Citizen Participation and Social Control, to get to nominate to the Comptroller, Attorney and Attorney General of the State.
