25 organizations compete for agreements with the State for shelters and care centers for victims of gender violence in Ecuador

There are 25 social organizations that presented their proposals, within the time, in the state call for the signing of new agreements with shelters and comprehensive care centers for victims of gender violence in Ecuador.

These new conventionswhat will be signed with the selected at the end of Marchwill be in force from April 1 to December 31, 2022. And they serve to deliver public financial resources so that organizations pay part of the expenses involved in caring for women victims of violence and their children in Ecuador.

The process is in charge of the Secretariat of Human Rights, the entity with the task of eradicating violence against women, and which also manages the provision of comprehensive protection services for them and their families.

There are currently 21 establishments that have signed an agreement with the Human Rights Secretariat for this first quarter of 2022. They are the same care centers and shelters as in 2021, whose agreement was renewed for three months, until the winners of the new process.

Shelters and care centers for victims of violence may submit proposals to compete for state funds

This is because from now on the call will be open so that social, non-profit organizations with experience in the field can participate and present their proposals, according to the state entity.

Last December, activists and representatives of shelters expressed their concern about the delay in the economic transfer by the State. Some even spoke of possible closures of these places due to the lack of resources that prevented them from continuing to serve the public for free.

By December 28, the Secretary of Human Rights, Bernarda Ordóñez, published that until that day all the values ​​corresponding to 2021 had already been paid. It was also said that the 2022 budget had been allocated for these establishments, waiting only for the call for new agreements.

To this end, a new regulation and service model was also created that organizations interested in these state cooperation agreements must comply with, which entered into force on January 29, after some changes in the text.

Thus, on January 31, the call for the selection and signing of an agreement for shelters and comprehensive care centers was published and officially opened, whose period for submitting proposals was from February 8 to 11:59 p.m. of this year.

The opening of the envelopes of the proposals took place on February 22 with representatives of the social organizations that are participating. The session was broadcast on social networks.

25 proposals were submitted within the established time to receive them and one more was considered extemporaneous for having entered at 10:16 on February 22, when the deadline was until the 21st. The latter was excluded.

Among the 25 social organizations that are participating, most have previously had agreements with the State to care for victims of gender violence.

Now, the Technical Committee for the Evaluation and Qualification of Proposals, appointed by the Human Rights Secretariat, reviews the proposals until March 3. Then it goes to the error validation phase, among others.

On March 22, the results of the selected organizations will be published. And at the end of this month, between the 29th and the 31st, the Secretariat expects to sign the new agreements.

For agreements with comprehensive care centers and shelters, there is a budget of $2.17 million throughout 2022.

María Emilia Cisneros, president of the evaluation committee for the proposals for these cooperation agreements, commented, during the opening of the proposals for shelters, that the priority for the current national government is the prevention and eradication of gender violence, and that Just to prevent it, a total of $24 million has been allocated since May 24, 2021 when Guillermo Lasso took office. Before this budget was $1.5 million.
