On the afternoon of this Wednesday, March 2, 2022, several representatives of neighborhoods, members of the Assembly of Quito, Next to the National Police of the Manuela Sáenz district went to the facilities of the National Assembly and the Municipality of Quito to present reform projects in order to promote security actions in the capital.
With posters, stilt walkers, dance and music groups entered the Assembly, there they were received by the Security Commission.
Juan Carlos Rojas, part of the Assembly of Quito expressed that they are taking these reforms to the security law before the authorities, so that the Police can act under the law.
“Currently security is in precarious conditions, that is why we have begun to carry out these processes, mingas, brigades and complaints are not enough, but these Proposals for immediate reforms to the Organic Comprehensive Criminal Code (COIP) in the Assembly and the Municipality”, he pointed out.
In the document delivered to the legislative building, it is proposed to review the issue of carrying and use of weapons, number of occupants on a motorcycle, regulations for the elimination of the table of drug consumption.
In addition, they request the Minister of Government to present reports on the Security budget management. They also propose to be included in the citizen participation work groups that the National Assembly has, among other requirements.
On the municipal side, they ask members of the Security Commission of the Metropolitan Council that observations be made to the safety regulations in force in the city.
According to the document, in a timely manner they request the “Appearance of the Secretary of Security and the corresponding entities and the financial technical report of the securities of the security fee”.
Deybis Silva Deputy Commander of the Police District Manuela Sáenz pointed out that the institution joined this walk after generating “an agenda in territory, practice and that we can implement it to improve security levels in each of the circuits of the historic center of Quito.
He assures that they go to the authorities to give them real inputs that may be included in the legal system.
According to Silva, One of the most conflictive areas of the capital is the historic center. In addition, in terms of motorcycle theft, it has focused on the Itchimbía and Puengasí sectors. “The robbery of people has increased in the district, hence the need for these proposals to be analyzed by the authorities”, he said.
