The Committee of Ministers suspended Russia’s membership in the bodies of the Council of Europe

The Committee of Ministers today decided to suspend the right of the Russian Federation to be represented in the Committee of Ministers and in the Parliamentary Assembly. This was announced in a release on the organization’s website.

“The decision taken today means that the Russian Federation remains a member of the Council of Europe and a party to the relevant conventions of the Council of Europe, including the European Convention on Human Rights,” the Assembly specified.

They added that the judge elected to the ECHR in relation to the Russian Federation also remains a member of the court, and complaints filed against Russia will continue to be considered and decided by the court.

“Suspension is not a final measure, but a temporary one, leaving channels of communication open,” the PACE added.

Vice Speaker of the State Duma, head of the Russian delegation to PACE Petr Tolstoy criticized this decision. According to him, without Russia – the largest European country – “no Council of Europe is simply impossible and unnecessary.” Further dialogue will depend on PACE itself, he added.

Polish Prime Minister Mateusz Morawiecki specified that the suspension of Russia’s membership in the Council of Europe was an initiative of Poland and Ukraine.

The Russian delegation did not participate in PACE sessions for several years after it lost some of its powers in April 2014 due to the annexation of Crimea to the Russian Federation.
