At Rosbalt, leading oncologists in the northern capital are discussing a new procedure for routing cancer patients: will it become “serfdom” or a solution to the problem.

Petrov” of the Ministry of Health of Russia Anna Malkova, Doctor of Medical Sciences, Professor, Chief Specialist in Clinical Oncology, St. Petersburg City Clinical Oncological Dispensary Rashida Orlova, oncologist, program director of the Higher School of Oncology, infectious disease specialist of St. prof. I. P. Pavlova Oksana Stanevich.
Since the beginning of the year, a new procedure for the provision of oncological care has come into force in Russia: now it is possible to receive it under compulsory medical insurance only in institutions operating in accordance with the territorial program of state guarantees. In practice, this means that the regional authorities will now draw up a list of medical organizations that provide assistance to cancer patients, a scheme for the territorial fixing of medical institutions for primary and specialized oncological care, as well as a list of diseases for which telemedicine consultations are held with federal medical centers.
Meanwhile, many patients and part of the medical community believe that the routing procedure enshrined in the order will violate the patient’s right to choose the place of treatment, which is guaranteed to him by law.
