The State Duma adopted in the second reading a bill that tightens the procedure for handing draftees summons to appear in the military registration and enlistment office, a Rosbalt correspondent reports.
The new rules provide for the possibility of sending subpoenas by registered mail with acknowledgment of receipt. After receiving such a letter, the conscript will be required to appear at the military registration and enlistment office within two weeks. In this case, the refusal to serve the summons will be recorded and equated to its receipt, follows from the document.
If a citizen has not received a summons, then he will still be required to come to the military registration and enlistment office within two weeks (from the day the next period of conscription begins) “to verify military registration data.”
It is clarified that the search and detention of evaders will be carried out only if criminal prosecution is initiated against them. Delivering evaders to the police will also become possible only if cases of administrative offenses are initiated and if there is an appeal from officials.
The new rules will come into effect on April 1, 2022.
