Correismo, represented in the National Assembly by the Unión por la Esperanza (UNES) caucus, counts the votes to investigate Guadalupe Llori as president of the National Assembly and, if there are merits, remove her from office.
Assembly members who call themselves “rebels” of the Pachakutik movement participate in this operation; and, to consolidate it, they seek the support of the Social Christian Party (PSC) bloc, in which —according to their spokesmen— they are willing to take the step.
Two reasons make Llori’s chair wobble. The first is related to the delay in the qualification of the projects that propose to repeal the Law of Economic Development and Fiscal Sustainability (tax reform).whose publication ordered the Executive by ministry of law on November 29, 2021. And the second, for altering the order of qualification of the political trials against the members of the Council for Citizen Participation and Social Control (CPCCS).
The path designed for this purpose is to approve a resolution in the plenary session of the Legislative so that a special commission is integrated ad hoc to evaluate Llori’s administrative decisions, and even extends to the members of the Council of Legislative Administration (CAL). The text of the resolution is ready and was drafted by the legislator Mireya Pazmiño (Pachakutik), who would have to present it again in the plenary session.
Darwin Pereira, a member of the group of rebellious assembly members of Pachakutik, specified that UNES, the PK group to which he belongs, the PSC and some independents would be involved in this purpose; although the legislator does not rule out that the Democratic Left join. With this, there would be enough votes to evaluate the actions of the presidency of the Assembly. After presenting the report, it will be the plenary who resolves.
The president of the Assembly warned last Friday that a conspiracy and destabilization is being forged against her, and precisely from the wing of the Pachakutik rebels; and blamed the UNES caucus for the approval of the tax reform by law, since now they want —he said— to wash their faces by treating it again, making political prominence, objective: to bring (Rafael) Correa to the next elections , posted on his Twitter account.

The legislator who coordinates the PSC in Parliament, Esteban Torres, confirmed that they will support the resolution that seeks to integrate the commission to investigate Llori, due to the latest actions of the CAL, that they have generated annoyance within the Assembly, related to the non-qualification of the project to repeal taxes, in which the CAL mysteriously decided to wash its hands and raise the Constitutional Court for consultation; and for the manipulation in the qualification of the political judgments against the CPCCS.
Torres specified that it will be proposed as a change in the agenda and, if the merits exist after the investigation, it could even lead to the removal of internal authorities from Parliament, something similar to what José Serrano experienced in the previous legislative period. In this process the quality of assembly members is not lost.
The Tungurahua representative stated that this is not an overnight “brush stroke”, because, if the resolution passes, a multi-party commission would first be formed to investigate the facts. and that, after hearing all the parties, present a report; then a decision would be made, which in principle would be the removal, to later decide who will hold that position.
From the Correismo sector, Yajhaira Urresta pointed out that the assembly members have the right to know why the CAL takes arbitrary decisions, for which it is necessary to form a commission ad hocto investigate the motives and reasons why items on the agenda are not discussed and issues that are so important to the country are being relegated.
According to Urresta, most of the issues that are taken up in the Assembly respond to the interests of the presidency of the Legislative and the Executive.
He clarified that UNES is not here to remove anyone from office, but if the attitudes and activities of each person warrant it, action will have to be taken, since he insisted that UNES legislators are concerned, because their main objective is to repeal the tax law.
Legislator Dina Farinango, from the Pachakutik movement, admitted that her bloc is divided into two groups, but she pointed out that they will not lend themselves to conspiracies.
He revealed that, this Tuesday, February 22, Pachakutik will have a political council and it is hoped that these issues can be discussed and the best decisions made to support or not Guadalupe Llori as president of the National Assembly.
He said that he will abide by what the political organizations they represent say, but that Dina Farinango will never co-govern with this government, because he does not agree with the economic measures.
The official Juan Fernando Flores, coordinator of the National Agreement Bank (BAN), warned that there are nine Pachakutik legislators who are behind this entire conspiracy plan, and that the issue is not only against Lloribecause with the capture of the presidency of the National Assembly, the agenda would be defined directly in the plenary session, with which they would seek to advance the political trial against the four members of the CPCCS, who today make up the majority in that organization.
Flores’ reading is that, by impeaching the four members of the CPCCS, would retake control of that council and appoint the authorities to, based on that, co-opt the Ecuadorian State. That is to say, “this is an issue that is being attacked against the entire State and not only against Guadalupe Llori, and in the face of that, as a Government, we are not going to stand still; We are already acting and we will act with the full weight of the law, ”he warned.
He specified that the same law that they intend to violate will be used to respond to them, especially if they intend to go above the law. That they are very vigilant, she warned.

“In what part of the Organic Law of the Legislative Function is it established that the plenary session of the Assembly with 137 assembly members can investigate the CAL?” Jaramillo asked, after recalling that the CAL is represented by all the benches and that it was integrated into May 2021, for two years.
That each political organization solve its problems, that the Assembly should not lend itself to these games, since institutionality and respect for the Parliament’s authorities are needed, he stressed. (I)
