In the near future, Roskomnadzor will launch “enforcement measures” for foreign companies that have not yet complied with the “landing” law. It is reported by RBC with reference to the deputy head of the department Vadim Subbotin. The bill, we recall, implies the opening of a representative office in Russia by foreign IT companies.
According to Subbotin, such measures include, in particular, a ban on advertising for those companies that have not begun to comply with the “landing law”.
As specified, now only two foreign companies have fully complied with the law: Apple and Spotify, and partially TikTok, Likeme, Twitter, Zoom and Viber. In general, they did not comply with the requirements of the law of the company: Google, Meta, Discord, Twitch and Telegram.
RBC adds that two more companies have decided to “land” in Russia on an “initiative basis” and have already registered personal accounts on the Roskomnadzor website: these are Wargaming and AliExpress.
According to Subbotin, one or several measures can be applied to violating companies.
In addition to the above ban on advertising, such measures include: informing network users about violations of laws by an IT company in search results, and restrictions on accepting payments to foreign companies. Also, violators face a ban on information issuance in search engines, a ban on the collection and cross-border transfer of personal data of users. It is also possible to partially restrict access to company resources (speed slowdown) or completely restrict access.
Note that by January 1, 2022, foreign IT companies with a daily audience of more than 500,000 users had to open a branch, representative office or authorized legal entity in Russia, as well as register a personal account on the Roskomnadzor website and place an electronic feedback form on the resource . Those who do not comply with such requirements are threatened with a ban on advertising, on accepting payments from Russian individuals and legal entities, and other restrictions, up to blocking the resource in Russia.
In total, 13 foreign companies were supposed to “land” in Russia.
