The draft of a new waste management concept does not correspond to the initial goals of the waste reform in the Northern capital and the Leningrad region, Pavel Suvorov, the author of the Clean Petersburg project, told a Rosbalt correspondent.

According to him, the organizers of the initiative either pursue good intentions and in this case demonstrate sloppiness and negligence, because “everything is done” at random “, or they are looking for personal gain.

“I do not rule out that we are talking about an attempt to redistribute the flow of increased utility bills, that is, to master the budgets, and not at all achieve the goals that were originally set: to use new resources for sorting and processing waste. I’m afraid that in our realities this is just the case when an appearance of good is created, but in fact there is no practical effect, ”Suvorov said.

In his opinion, the recycling operator will receive a maximum of 5-10% of materials from recycled waste, and citizens will pay disproportionately more for this than before.

“At the same time, there is still no motivation to introduce a separate collection, since such a practice does not affect the amount of income and, consequently, the figures in utility bills. We were all equalized and, in a sense, they said: “I don’t care if you donate plastic separately or put everything in one pile, you will still give a fixed amount for the export,” the eco-activist noted, recalling that previously the managing organizers were interested in separate collection, because he saved the budget, which is not provided for by the new tariffs.

The eco-activist concluded that with the existing concept, it will not be possible to achieve a reduction in the volume of accumulated waste and make garbage a new resource.

“Under such a beautiful sign, we get the destruction of former useful practices,” the expert explained.

In February, the new regional operator NEO, which entered the market of St. Petersburg and the Leningrad Region at the beginning of the year, published a draft Unified Waste Management Concept. Read the opinion of experts on the document in the material of Rosbalt.
