Inhabitants of the Santa Lucía de las Peñas parish, in the Eloy Alfaro canton, closed the E15 north Esmeraldas-San Lorenzo highway to demand the improvement of local roads, greater citizen security, provision of drinking water and other basic services.
The protest began in the early hours of this Monday the 14th with the blocking of roads at the Y de Las Peñas. That made it difficult for vehicles and people to and from San Lorenzo, Eloy Alfaro, Rioverde and Esmeraldas.
Miller Palacios, president of the pro-improvement committee, said that these requests have been made to the Prefecture, the Government of Esmeraldas and the Municipality of Eloy Alfaro.

The leader explained that in a previous administration, $4 million had been managed for the drinking water system that would reach Las Peñas; but, according to the leader, the work was not completed.
On the neighborhood roads, four machines from the Provincial Government of Esmeraldas (Gadpe) arrived to improve the 21-kilometer Garrapata-La Y de Las Peñas neighborhood road, which is another of the claims of residents of that town.
On the La Y de Las Peñas-La Tola road, 22.1 kilometers long, built by the Army Corps of Engineers (CEE), Prefect Roberta Zambrano managed the competence of this road for its maintenance.
The residents also request the presence of more police officers to reinforce the security of the Las Peñas resort, regarding the upcoming carnival holiday, Palacios said.
The measure in fact affected the mobility and transportation of passengers and cargo, forcing many people to transfer at the point of strike.
The community members in protest demanded the presence in the territory of the governor Tania Obando and the prefect Roberta Zambrano.
Inhabitants of several rural parishes in Muisne and Atacames, in the south of the province, held a similar protest in October last year, demanding road improvements.
Around 11:30, the protest culminated on the road of that province in the north of the country. (I)
