A draft law on the construction of animal shelters has been submitted to the State Duma

A draft law on the construction of animal shelters has been submitted to the State Duma, a Rosbalt correspondent reports.

The bill proposes to supplement the list of objects of the agreement on public-private partnership and municipal-private partnership with animal shelters.

On January 1, 2020, the norms of the law came into force regulating the activities for the treatment of animals without owners, as well as shelters. However, shelters for homeless animals are not open in all regions, or there are not enough of them, the explanatory note to the project notes. According to the State Duma deputies, the total provision of the subjects of the Russian Federation with the necessary number of shelters is estimated at no more than 25%.

If the law is passed, it will be possible to create shelters at the expense of private partners.

“The payback of such facilities in the financial sector will be sufficient to interest investors,” the State Duma is convinced.

It should be noted that at present, neither state authorities nor municipalities have the right to conclude agreements on public-private partnership for the construction of animal shelters, since such objects are not included in the corresponding list.

The initiative was taken by State Duma deputies Alexei Gordeev, Alexander Khinshtein and Vladimir Burmatov.
