Ecuador, Colombia, Peru and Bolivia approve free circulation of private cars to encourage tourism

The decision approved on Thursday will take effect 180 calendar days after the publication of its Regulations in the Official Gazette of the Cartagena Agreement.

The countries of the Andean Community (CAN), Bolivia, Colombia, Ecuador and Peru, approved a decision to facilitate the entry, stay and exit of private vehicles from their territories to encourage tourism among these nations.

This supranational decision, approved at the 154 Extraordinary Meeting of the Andean Community Commission, establishes that vehicles must enter and leave the territory of the member countries free of taxes and through the official border customs control points.

The validity period of the authorization for the temporary departure and return of the vehicle to the country of origin will be one year, from its issuance, while the period of permanence granted to the vehicle by the customs authority will be subject to the permit that the authority granted to tourists, in accordance with the legislation of each country, the Andean Community indicated in a press release.

Boost to tourism

“This new Andean standard that offers facilities for the circulation of the more than 111 million citizens of the CAN, will contribute to the reactivation of the tourism sector and therefore to the economic and social recovery of our region,” said the Secretary General, Jorge Hernando Pedraza.

Also, during the meeting, the Ministry of Tourism of Ecuador presented the initiative “Andean roads” to jointly promote the reactivation of this sector in the Andean region and the creation of the Ad Hoc Tourism Group was agreed.

Agreements on merchandise and veterinary

On the other hand, the Andean partners also approved the decision “Common Nomenclature for the Designation and Codification of Goods of CAN Member Countries (NANDINA), which will facilitate the identification and classification of goods, the collection of statistics, customs management and implementation of national tariffs.

In the same way, they agreed to extend the period to temporarily suspend the application of Decision 483, on standards for the registration, control, marketing and use of veterinary products, until October 28, 2022.

They also adopted the Regulations of the Community Initiatives Fund to financially support programs and projects proposed by the countries, the Technical Committees and Working Groups of the Andean Community and the General Secretariat in order to contribute to the objectives of integration.

The Extraordinary Meeting 154 of the Commission was attended by the Secretary General of the Andean Community, Jorge Hernando Pedraza and the Vice Ministers of Commerce of Ecuador, Daniel Legarda representing the Pro Tempore Presidency, Benjamín Blanco of Bolivia, Andrés Cárdenas of Colombia and Diego Llosa from Peru.
