The issuance of housing subsidies to officials who already have their own residential property is in line with Russian law. This was announced by the Center for Anti-Corruption Policy (CAP) of the Yabloko party, citing a response from the Prosecutor General’s Office.

“The Government Decree made an exception in the rules for high-ranking officials, but CAP experts insist on the corruption potential of this rule,” Yabloko explains. “The head of the Yabloko CAP, Alexei Karnaukhov, sent a proposal to Prime Minister Mikhail Mishustin to eliminate the corruption-prone rule-exception on subsidies for high-ranking officials from a government decree.”

In November 2021, Yabloko’s DAC applied to the Prosecutor General’s Office with a demand to check the information of a number of Russian media about the issuance of subsidies to officials who already had their own housing. Among the recipients of subsidies were Minister of Education Sergei Kravtsov, Governor of Sevastopol Mikhail Razvozhaev, Deputy Minister of Sports Odes Baisultanov, Deputy Presidential Affairs Manager Dmitry Verbovoy, Deputy Minister of Culture Alla Manilova and other high-ranking officials.
