On the morning of this Thursday, January 27, several transport representatives in Pichincha carried out a walk from El Arbolito park to the facilities of the National Assembly and then until Pichincha Prefecture, to enter a document requesting the repeal of provincial ordinance 19_CPP-2019-2023, approved on October 7.
The norm approved by the Provincial Council establishes the collection of a contribution rate for road improvement in the rural parishes of the province and it is expected that it will be applied in the collection of the vehicle registration.
However, the different transport representatives rejected the collection of this new tax for the lack of communication with due anticipation and due to the current economic situation carriers go through, due to the COVID-19 pandemic.
Alex Morales, President of the Union of Executive Taxis of Pichincha, said that this ordinance is “arbitrary and unconstitutional.” In addition, he pointed out that today only the presidents of the different modes of transportation in Pichincha; but if they do not attend to the orders, they will notify the other carriers and does not rule out that there are mobilizations.
“We make a call to civil society because everyone is affected, we do not have to pay for the road situation, that is an act that must be considered within the administrative sphere of the authorities. I believe that we already pay taxes enough for these works to be carried out,” Morales emphasized.
Carlos Brunis, president of the Union of Taxi Transport Cooperatives of Pichincha, claimed that the representative councilor of the Municipality of Quito (René Bedón) did not report this approval to the mayor or council Metropolitan, so that it is disseminated with the citizenry.
He also pointed out that the saving that means not carrying out the vehicle technical review twice a year loses its effect when raise a new tax. “We are not against improving the roads, but we are against the procedure the lack of respect for the Ecuadorian people for not consulting or at least informing, we reject that”, argued Brunis.
The carriers detailed that they will present a unconstitutionality action if this ordinance is not repealed by the Prefecture of Pichincha. Another of the representatives of the automotive sector, Darío Paladines, stated that he will file a protective action against the new measure.
