State Duma deputies adopted in the third reading a government bill on the right of citizens and organizations to privatize land plots in cities that are located in the second zone of sanitary protection zones for water supply sources.
The first belt includes the water intake area; the second zone is the lands adjacent to rivers, canals, reservoirs, lakes.
The explanatory note to the law, among other things, states that the ban on the privatization of land plots in the second zone significantly affects the revenues of regional and local budgets, Interfax reports.
During the period from 1980 to 2010, about 7.5 thousand capital construction projects were built in the second belt of sanitary protection zones in the Moscow region, including 33 multi-apartment residential buildings, 5255 individual residential buildings, 2153 non-residential facilities. It is noted that the adoption of the bill will make it possible to mobilize at least 4.5 billion rubles annually to the consolidated budget of the Moscow Region alone in the form of income from the sale and redistribution of land plots.
