In the special examinations carried out by the Comptroller it was determined that most of the irregularities in the management of public resources are in the Gads
The State Comptroller General, in 2021, approved 330 reports on special examinations and determined that there was a loss of $2.1 million for the State, and based on coercive processes and the application of the phases of predetermination and determination of responsibilities, collected $6′ 759,762, as indicated by the substitute comptroller, Carlos Riofrío González.
The official appeared, this January 18, before the plenary session of the National Assembly to present his accountability where he stated that the main irregularities that the Comptroller detected last year was in the management of public resources by sectional governments. 330 general reports of special examinations were approved, of which 114 correspond to parish governments and 174 to municipal governments and 42 to provincial governments; from which 88 reports with indications of criminal responsibility were derived.

The main irregularities committed are related to administrative aspects, contracting processes, public works, environmental control, payment agreements, human talent and compliance with audit recommendations.
The reports provided data such as the lack of management in the generation and collection of contributions for improvements to the beneficiaries of the works carried out by the decentralized autonomous governments, transfers to the personal accounts of the presidents and paying secretaries of the parish governments that were not are supported by supporting documentation of expenses.
It was also determined that there was no control, registration and administration of goods and stocks, their custody and insurance coverage; budget estimates prior to the start of contracting processes without technical support; In addition, works, goods and services were contracted that are not related to the missionary nature of the Gads, as well as the presence of activities not in accordance with institutional objectives and works that do not provide services to their communities.
Likewise, in the examinations of the Comptroller’s Office, the contracting of cantonal events and festivities was detected through a special regime and under the nature of artistic, cultural and literary works, whose expenses are not justified with documentation that shows the provision of the service.
Health emergency
Control actions in the health emergency, in 2021, the State Comptroller approved 278 reports, of which 196 general reports of audits carried out in hospitals of the public health network, autonomous provincial and municipal governments, and entities of the executive function.
In addition, 73 reports of indications of criminal responsibility were issued and sent to the State Attorney General’s Office. To date, nine exams are underway.

The substitute comptroller, before the plenary session of the National Assembly, revealed that in 2021, 8,600 administrative and civil responsibilities were confirmed for a global amount that exceeds $2,137,000,000.
Between January 1 and December 31 of last year, the Comptroller’s Office sent 361 reports to the State Attorney General’s Office with indications of criminal responsibility, and in the sectors where there is a greater incidence is the decentralized autonomous governments with 49.31%; health with 12.47%; and, social security with 9.7%.

The value collected at the national level during the past year amounts to 5,656,460, which corresponds to coercive processes, to that value must be added $ 1,103,240, which was collected in the predetermination and determination phases, with which the amount collected totals $ 6,759,762, in 2021.
Building rehabilitation
According to the report of the highest control authority, in November 2020, the compensation payment corresponding to 100% of the assets affected by the building fire in 2019 was received, for an amount of $12,525,680, with those resources. In 2021, several contracts were made to rehabilitate the damaged buildings.
Regarding the recovery of the files, product of the fire, Carlos Riofrío, stressed that the technical staff worked on the recovery of the affected files, resulting in 49,778 files continuing their normal process in the judgment stage.
