The Council of the State Duma unanimously withdrew from consideration the draft law on QR codes when visiting public places. This, according to the correspondent of “Rosbalt”, said the speaker of the State Duma Vyacheslav Volodin.
Previously, it was assumed that this bill would be adopted in the second and third readings by the end of January, so that on February 1 the new norms would come into force. However, the government made a proposal to the deputies to postpone the consideration of this document, which at the same time managed to develop amendments to it. Thus, Deputy Prime Minister Tatyana Golikova explained the need to postpone the consideration of the bill by the fact that it was developed under the “delta” strain, but lost its relevance due to new challenges.
As a result, consideration of the bill was postponed by the State Duma for an indefinite period and may not take place at all, unless new circumstances arise for its adoption. The deputies called this decision “a triumph of justice and consensus”, since the proposed norms caused sharp rejection among many citizens who compared it with “fascism” and pointed to the “segregation” of society on the basis of vaccination.
It should be noted that earlier consideration of another government bill on QR codes in transport — on trains and planes — was also postponed for an indefinite period.
Earlier on Monday, presidential spokesman Dmitry Peskov said that the instructions of Russian President Vladimir Putin to improve the bill on COVID-certificates, which were given at the end of the December congress of the Russian Union of Industrialists and Entrepreneurs, would be cancelled. “The lists of instructions are prepared within a few days or even weeks, coordinated in different areas, with different departments, and so on. And here we prepared something prepared, but circumstances have changed since then, ”he said.
