The Ministry of Economic Development proposes to give priority to Russian and Eurasian contractors when carrying out construction public procurements “without predominantly hiring foreign labor,” RBC writes, citing a letter from Deputy Minister of Economic Development Vladislav Fedulov sent to the Ministry of Construction and the government apparatus.
The authenticity of the letter to the agency was confirmed by a source close to one of the departments.
In his address, Fedulov cites the “Buy American and Hire American” decree signed in 2017 by then US President Donald Trump as an example. According to this decree, local workers received priority in public procurement. Fedulov notes that such a measure “will stimulate employment in the Russian labor market, as well as workers from the territory of the Eurasian Economic Union.”
RBC replies that the proposed support measure was a response to the appeal of road contractors, who complained to President Vladimir Putin about the crisis in the industry in the summer of 2021, saying that over the past five years, losses reached 137 billion rubles. and the situation in the industry creates “unacceptable risks” for the national economy, social sphere and national security.
