ECtHR: Execution of the decision to liquidate Memorial should be suspended

The European Court of Human Rights (ECHR) determined that the execution of decisions on the liquidation of the international society “Memorial” (recognized in the Russian Federation as a non-profit foreign agent – approx. ed.) and the eponymous human rights center (recognized in the Russian Federation as an NGO-foreign agent -app. ed.) must be suspended. This is stated in the message of the ECHR, which is quoted by Interfax.

According to the ECtHR statement, in accordance with Rule 39, in the interests of the parties and for the proper conduct of court proceedings, the execution of decisions on the liquidation of these organizations should be suspended for the period necessary for the court to consider the complaint.

As specified, we are talking about a complaint against the law on foreign agents, which 11 Russian NGOs filed with the ECHR in 2013.

Let us remind that on the eve of the Supreme Court of Russia satisfied the claim of the Prosecutor General’s Office against the international “Memorial”. The court ruled to liquidate the society and its structural organizations.

The Prosecutor General’s Office believes that the organization is carrying out its activities in violation of the Constitution of the Russian Federation and has repeatedly violated the requirements of the legislation on “foreign agents”.

Today it became known that the Moscow City Court liquidated the human rights center “Memorial” at the suit of the Moscow prosecutor’s office.
