On the morning of this Wednesday, December 29, the managers of the municipal companies of Cleanliness (Emaseo), of Drinking Water and Sanitation (Epmaps) and Mobility and Public Works (Epmmop) provided a press conference on its current state under the administration of Mayor Santiago Guarderas.
The three managers conclude that they found the companies in abandonment, with damaged vehicle fleets and without contracting processes for preventive or corrective maintenance. In addition, they indicated that they found the warehouses without spare parts for their machinery and for jobs in the city.
Emaseo
Marcelo Mata, Emaseo manager, said he received this administration with a budget execution of 66%, lack of control in the payment of contracting processes, debts with suppliers Without contract support, collection fee advances to pay debts to suppliers and staff settlements without canceling since 2015.

Epmaps
The manager of Epmaps, Othon Cevallos, was more emphatic: in his 64 days of management he said that they received a destroyed company, with “illicit transfers to tax havens and fingerprinted contracts for a value of $ 44 million ”.
He also mentioned that they received the company with the 54% budget execution and they will end the year with 60%. He stressed that they did not have fuel contracts, They also did not find spare parts in their warehouses, operating vehicles, contracts for care of home connections (with more than 4,000 requests dammed), thousands of leaks in pipes and about $ 2 million in debt.
Cevallos assured that currently They already have a contract for fuel, maintenance, transportation for staff and home connections. Finally, he said that “a period of ten days is passing to finish two of the large contracts questioned: the one with Inmosolución, from the sewer system in Tumbaco; and the other with Geinco, of drinking water in San Juan de Calderón ”.
He also added that the tender for the first tranche of water conduction between the Paluguillo-Calderón plants (the first section runs from Pifo to Puembo), and that in the first quarter of next year the second section will be put out to tender, which runs from the parish of Puembo to Calderón.
Epmmop
The manager of the Epmmop, Jorge Merlo, He said the situation in which he found the company was similar to that of his fellow managers. “It was found a company paralyzed in what is public works, in road rehabilitation, zero. In the maintenance of public spaces, zero ”, he emphasized.
In a previous interview conducted by this newspaper, the manager assured that the 80% of the roads in the entire Metropolitan District of Quito (DMQ) are collapsed. The manager reported that 21 roads are currently intervening, throughout the MDQ, and that they finished studies for about 70 roads that were climbed in five road rehabilitation packages to the portal of the Public Procurement Service (Sercop). However, the adjudication of these processes would start from February 2022.
