The Ministry of Labor proposed, starting January 1, 2023, to introduce a new procedure for identifying Russians who need social support and keeping records of information about such people, Izvestia writes with reference to the draft ministerial decree. The authenticity of the document was confirmed by the press service of the department.
It is proposed to amend the decree “On the Unified State Information System of Social Security” (EGISOO). According to these changes, the Federal Tax Service (FTS) will have to transfer information about low-income citizens and their family ties to the Russian Pension Fund (PFR) on a daily basis. The foundation will assess the position of the family in terms of their income and property.
To assess the PFR, it will request information from Rosreestr about the availability of real estate, from the Federal Tax Service – information about income from entrepreneurship, bank deposits, securities, from the Ministry of Internal Affairs – about the availability of a car. For those who meet all the criteria for eligibility for social support, the FIU will send a notice of eligibility for benefits.
The Ministry of Labor believes that this initiative will proactively identify citizens who are in difficult life situations, inform people about the possibility of social support and reduce the time frame for its provision.
