The State Duma adopted in the second reading a bill on the abolition of mandatory technical inspection for individuals, a Rosbalt correspondent reports.
The bill proposes to expand the list of vehicles for which the passage of technical inspection will become voluntary. Now it includes all cars (except for passenger taxis), motor vehicles and trucks up to 3.5 tons since the year of production of which no more than four years have passed.
The amendments propose to extend this provision to passenger cars (except for passenger taxis) and motor vehicles over four years old, provided that they belong to individuals and are not used by them for official and commercial purposes.
In relation to these vehicles, the draft law in a number of cases provides for mandatory control of the technical condition at the points of technical inspection. We are talking about the cases provided for by the legislation of the Russian Federation, as well as by acts constituting the EAEU’s right to verify the fulfillment of the requirements for vehicles in operation, in the event of changes in their design, the document says.
When finalizing the draft for the second reading, the deputies also clarified that “if the technical condition of the vehicle has been checked in the form of a technical inspection and a diagnostic card has been issued containing a conclusion on the compliance of the vehicle with mandatory vehicle safety requirements, the technical condition of this vehicle is checked in the form of state control (supervision) of road safety is not carried out, except in cases of visual detection of signs of a technical malfunction that poses a threat to road safety. “
