The State Duma adopted in the first reading a bill on the conduct of the first experiment to reduce greenhouse gas emissions in Russia, a Rosbalt correspondent reports.
The experiment will be carried out on Sakhalin, and later other Russian regions will be able to participate in it. During the experiment, it is planned to test the methods and tools of carbon regulation, mechanisms for creating conditions for the introduction of technologies to reduce emissions and increase the absorption of greenhouse gases, as well as to work out the methodology for the formation of a verification system, accounting for emissions and absorption of greenhouse gases and to lay the prerequisites for international recognition of domestic approaches.
The goal of the experiment is to achieve carbon neutrality on the territory of the Sakhalin Oblast by December 31, 2025. To do this, they will conduct an inventory of greenhouse gas emissions and removals, introduce quotas on greenhouse gas emissions, and introduce broader (compared to the federal level) mandatory carbon reporting.
