In the Russian Federation, from 2022, the national standard “Urgent burial of corpses in war and peacetime” will be launched. The document is posted on websites of legal information, it spelled out the actions of the authorities for the rapid organization of mass graves.
According to Znak.com, the document says that “urgent burial of corpses” is a whole complex of measures, it concerns both people and animals. “Fatalities in the course of military conflicts or as a result of these conflicts, as well as, if necessary, as a result of an emergency in peacetime,” the standard specifies. If necessary, regional authorities can create non-staff formations to ensure the implementation of civil defense measures (NFGO). The types of urgent burials are also listed: burial in the ground in the grave; cremation followed by burial of an urn with ashes; surrender to water.
The following restrictions are also listed: it is not allowed to bury corpses near water supply sources, mineral springs, on the shores of lakes and rivers, with a groundwater table of more than 2 m from the earth’s surface, etc.
The creation and accumulation of funds for the urgent burial of corpses is carried out by the regions, “based on the projected amount of work.” It was proposed to create stocks of coffins and pathological bags, bleach, personal protective equipment, fuel for transport, organomineral mixtures for strengthening the soil.
In addition, the document contains instructions for organizing mass graves. An example is given: the burial of 1,000 dead within three days “from the moment of the nuclear strike.” The main types of work: development of a foundation pit for 100 dead (in total, up to 10 foundation pits will be required); preparation of a pit for the burial of bodies or remains; preparation of bodies or remains for burial; the layout of the first row of bodies (remains) in mass graves; backfill of the first row; second row layout; backfill of the second row; backfilling of mass graves.
It is recommended to use bulldozers, even drawings are given with an approximate diagram of the organization of a mass grave. There are also formulas by which you can calculate the labor costs for work.
The reason why the Russian authorities needed to develop such a standard is unknown.
But a military expert and a confidant of Vladimir Putin in the elections, Viktor Baranets, claims that the standard was being prepared for six months and is primarily associated with covid. “So that they don’t whine, whine and say: behold, Mishustin, how many are dying, and people are lying on the roads. The state has decided to be ahead of the curve and insure itself in case things go down a critical path, ”he said.
Another military expert, Alexander Golts, believes that such losses, which may require the digging of mass graves, can only occur with the use of weapons of mass destruction, a global epidemic and a global war. “As in an anecdote from the times of the USSR: what to do in case of a nuclear strike? The standard was developed by the All-Russian Research Institute for Civil Defense and Emergencies of the Ministry of Emergencies of the Russian Federation.
