Two architectural monuments of regional significance – historical buildings on Stachek Avenue, 172 in the Kirovsky district of St. Petersburg and on Flotskaya Street, 10 in Kronstadt – will be inhabited as part of the city’s Affordable Housing program. As the press service of Smolny told RosBalt news agency, families on the waiting list will be able to move into their apartments as early as 2026, when all construction and installation work is completed.

250 families of program participants will be able to purchase apartments on favorable terms – in interest-free installments for 20 years and at a price not exceeding the cost of major repairs, which is much lower than the market. In this case, the initial payment will be only 10%. The Affordable Housing program has no analogues in other regions of Russia.

“We are not just restoring historical buildings, but preserving the opportunity for St. Petersburg residents to live in the historical districts of the Northern capital,” said Governor Alexander Beglov. He recalled that the “Affordable Housing” program was a logical continuation of the “Affordable Housing for Youth” program, which operated from 2001 to 2021. During the program, major repairs were carried out in 31 historical buildings in different districts of St. Petersburg.

The Affordable Housing program provides for the possibility of purchasing apartments at a reduced price in interest-free installments for up to 20 years, subject to making an initial payment of at least 10% of the cost. Apartments are provided to those on the city’s waiting list: young families, employees of government institutions of education, health care, culture, science, sports, information technology and the military-industrial complex.

The house on Stachek Avenue is part of the architectural complex “Dacha K.E. Sivers”. This is one of the last projects of the architect Francesco Bartolomeo Rastrelli. Construction of the country estate was completed in the 60s of the 18th century. From the end of the 18th to the beginning of the 20th century, the complex changed owners and its purpose several times, and in 1922 the building, by that time converted into a hospital, was named in honor of the Swiss neurologist Auguste Henri Forel. During the war, Trout Hospital suffered quite a lot from shelling and bombing. The building acquired its modern appearance in 1955 – then it was used as a dormitory for workers of the Kirov plant. Currently, design work is being actively carried out here, and then specialists will repair the brickwork, roofing, facade and utility networks. After which 80 families on the city’s waiting list will move into new apartments that meet all modern requirements.

In another building – on Flotskaya Street in Kronstadt – 170 modern apartments will appear. The house was erected in connection with the planned placement of the Admiralty and its employees in Kronstadt. From 1785 to 1788, architect Mikhail Vetoshnikov designed 12 buildings for these purposes. In 1796, the construction of all houses was completed. Later they were rebuilt both outside and inside. During Soviet times and later, some of them were used as dormitories. This house is an architectural monument of regional significance; it is part of the complex of buildings of the service wings of the Military Camp of the Leningrad Naval Base and is under the protection of the KGIOP. The house will undergo a complete replacement of floors, roof beams and roofing, facade work, strengthening of foundation structures, laying and connecting utility systems.

As noted by city authorities, thanks to the Affordable Housing program, not only are historical buildings being restored, but also modern, comfortable apartments are being made available in historical areas of the city. During the project, 30 historical buildings were renovated, more than 35,000 families moved into new apartments.
