A bill to increase the conscription age to 50 years for men who have received Russian citizenship has been submitted to the State Duma. The document was published on the website of the lower house of the Russian parliament.
The authors of the bill are deputies Alexey Zhuravlev, Alexander Boroday and Mikhail Sheremet. The document provides for amendments to Part 1 of Article 22 of the Federal Law of March 28, 1998 No. 53-F3 “On Military Duty and Military Service.”
The explanatory note to the bill notes that at present, “as practice shows,” natives of foreign countries who have received Russian citizenship avoid registering for military service or “deliberately wait until they reach the maximum conscription age” and then receive a Russian passport. According to the people’s representatives, every Russian is obliged not only to enjoy the benefits of the state, but also, if necessary, to stand up for its defense.
According to the Ministry of Internal Affairs, over 318 thousand foreigners received Russian citizenship from January to October 2023, most of whom are natives of Tajikistan, Armenia, Kazakhstan, Kyrgyzstan, Uzbekistan and Azerbaijan.
At the end of November 2023, the Russian government approved a procedure for raising the draft age to 30 years.
