The State Duma adopted in the first reading a draft law securing the regional authorities’ powers to establish additional requirements for keeping and walking pets, a Rosbalt correspondent reports.
We are talking about measures aimed at “ensuring the safety of citizens, animals, the safety of property, the implementation of veterinary and sanitary-epidemiological norms and rules, ensuring proper care for domestic animals and preventing cruelty to them, taking into account historical and cultural traditions, as well as climatic conditions. “.
We will remind, earlier the State Duma introduced special requirements for keeping and walking pets.
Regions will be able to establish a limit on the number of pets in places where they are kept, as well as a ban on the use of common areas of apartment buildings for keeping pets. In order to ensure the safety of citizens, requirements for the length of a leash for a dog may be established, a ban on walking pets to persons under the influence of alcohol, toxicity, drugs, a ban on walking pets requiring special responsibility of the owner, to persons under the age of 14. In addition, requirements may be introduced to ensure that pets are protected from abuse.
At the same time, the arbitrary establishment of rules for keeping animals and their walking can significantly limit the civil rights of animal owners. For example, it is not clear on the basis of what specific and justified criteria the subjects of the Russian Federation will be able to determine the maximum possible number of animals allowed to be kept in an apartment of an apartment building, the State Duma pointed out.
