State Duma Speaker Vyacheslav Volodin invited citizens to send their comments to the draft law on QR codes, which was adopted by the State Duma in the first reading the day before. He said that he relies on the President’s instruction to finalize the bill on the compulsory certificates for visiting public places.

“It is right for us to use the time before the second reading (to be held in January) so that all the risks and concerns that are expressed are removed,” Volodin said.

At the same time, the speaker called the proposals to remove the bill from the State Duma discussion “irresponsible.” “Our task as deputies is for the law to help people, protect them from the virus, while not violating their rights,” Volodin said.

He believes that the “initiated dialogue” has already yielded results. “The bill on the introduction of certificates in transport, which caused the most questions and criticism, has been withdrawn from consideration. I also propose, in the feedback mode, to jointly do everything for the high-quality preparation of the bill No. 17357-8, which requires revision, “Volodin urged.

Meanwhile, earlier it was reported that the law on QR codes in transport was not withdrawn from the State Duma, but postponed due to the need for its revision.

We will remind, earlier today the President of the Russian Federation Vladimir Putin instructed to finalize the draft laws on the use of certificates on vaccination in public places and QR codes. “As you know, the bill, according to which it was planned to establish mandatory requirements for such a certificate in transport, on an airplane or train, was removed from consideration by the State Duma,” he said. As for the law on the compulsory certificates for visiting public places, shopping centers, cafes, restaurants, cultural institutions, Putin continued, yesterday it was adopted by the State Duma in the first reading. “Of course, this draft law in its current edition also requires improvement,” he added. According to the head of state, the authorities must prepare all systems for the introduction of QR codes.
