The State Duma allowed regional authorities to limit the work of left-handers

In the third reading, the State Duma allowed regions to limit the sale of beer, cider and other low-alcohol drinks in small stores located in residential buildings – “nalivayki”. Chairman of the State Duma Vyacheslav Volodin wrote about this in his Telegram channel. According to Volodin, people are outraged by the operation of retail outlets at night.

Typically, such stores operate at night to sell alcoholic beverages that do not require a specialized review. However, not all establishments have the appropriate permit to sell alcohol in the territories of apartment buildings. Now regional authorities will be able to independently decide on strengthening requirements for such retail outlets in order to tighten control over the sale of products. The hours for the sale of alcohol may be limited at the request of local authorities, the new law says.

In addition, legislative documents also stipulate standards for the production of low-alcohol products, including a ban on adding ethyl alcohol outside of technical regulations, as well as the inadmissibility of using purchased beer to create a beer drink.

Among the authors of the new legislation are Deputy Chairman of Parliament Pyotr Tolstoy (United Russia), Vice-Chairman of the State Duma Alexander Zhukov (United Russia), as well as Chairman of the Economic Policy Committee Maxim Topilin (United Russia).

Let us remind you that alcohol sales in Russia in 2022, against the backdrop of the COVID-19 pandemic and the Ukrainian conflict, did not decrease for the first time in 12 years, but, on the contrary, increased by 7.5%, the analytical company FinExpertiza reported at the end of last year. Experts associated this with growing anxiety among Russian citizens due to the crisis.
