The Ministry of Internal Affairs of the Russian Federation proposes to introduce a mandatory “Loyalty Agreement” for migrants. This document stipulates that the foreign worker agrees with the foreign policy of the Russian Federation, its cultural norms and undertakes to behave decently and reasonably. Why did the Ministry of Internal Affairs come up with such an initiative right now? Vladimir Mukomel, head of the Center for Research on Interethnic Relations of the Russian Academy of Sciences, explains that this is the fulfillment of the president’s order adopted before the pandemic, writes Pravda.Ru.

The agreement will be mandatory only for those migrants who plan a long-term stay in the country, and not for those who come for several months. To prevent conflicts and ensure the adaptation of migrants, monitoring their actions is necessary. It is also important to preserve the Russian labor market, which is largely dependent on foreign workers.

In the housing and communal services sector, migrants have already adapted well and are fulfilling their responsibilities. There is a minimum number of illegal workers here, their salaries are fair. But it is important to understand what we want from migrants: for them to work for us or for them not to exist? Public opinion is that guest workers are needed, but it is better for them to be invisible, working at night and disappearing during the day.

Can we use the experience of the Soviet period, when people who came to Moscow immediately understood that they were in the capital of the Soviet Union and behaved accordingly? Mukomel notes that even then there were migrants who required special attention. However, over time they adapted and became part of this society. Therefore, the main goal of migration policy should be the integration and adaptation of those foreign workers who are ready to connect their future with Russia.
