St. Petersburg management companies promise to improve the situation with snow removal

The authorities of the Northern capital are alarmed by the negligent attitude towards the work of some management organizations. According to the information department of the State Housing Inspectorate of St. Petersburg, on December 19, in order to ensure the safety of life and health of the population, with the assistance of the prosecutor’s office of the Central, Admiralteysky, Vasileostrovsky districts of the city, inspections of management organizations were carried out.

A total of 47 apartment buildings were inspected, and in 20 of them, evidence of poor quality services was revealed. Based on the results of the receipt of materials from the prosecutor’s office, the inspectorate will draw up 11 protocols on administrative offenses.

The activities of management organizations are carried out on the basis of licenses issued by the State Housing Inspectorate (GZHI). According to the latest published version of the license register, there are 931 management organizations operating in St. Petersburg, serving 24,995 addresses. If licensing requirements are not met, including for the maintenance of common property in an apartment building, the GZHI may terminate the license. In addition, management organizations, homeowners’ associations, housing cooperatives, housing complexes bear administrative and criminal liability in accordance with current legislation.

“Among management companies there are certainly those who dishonestly fulfill their obligations to clients. I would like to note that this year there is enough equipment, but there is an important factor that affects the cleaning of territories – the economy. Typically, management companies do not start cleaning when there is precipitation, because this is not financially feasible. The full scope of work is not visible. I think that this also affects the speed and subsequent quality of snow removal in local areas. I am sure that my colleagues will improve,” said Maxim Yushkevichus, an expert in the field of housing and communal services management, director of the Greenlandia HOA in the Kalininsky district.

“Currently, we are intensively clearing everything, removing snow and ice formations, including those thrown from the roof. We are now considering the issue of attracting additional contractors to clean up the local areas,” said Natalia Poluyanskaya, general director of Zhilkomservis No. 2 of the Central District, about the measures taken after the inspection.

As representatives of city authorities and experts emphasize, all organizations managing apartment buildings should immediately take measures to eliminate the causes and conditions conducive to administrative violations.
