The State Duma has put forward an initiative to change the rules for labeling materials of foreign agents. The proposal from deputy Evgeniy Fedorov is the need to re-label audio and video materials over 15 minutes in length representing foreign agents. In his address, the deputy emphasized that according to current rules, foreign agents are required to add appropriate markings to audio materials (such as radio broadcasts and others) and audiovisual materials (including video content on the Internet and television) only once at the beginning of the broadcast. This is true regardless of the duration of the broadcast, provided that the broadcast is not interrupted by advertisements or other information insertion.
However, according to Fedorov, viewers who did not start watching the video material from the beginning or turned on the radio after the broadcast began, cannot become familiar with the information that this content is associated with a person recognized as a foreign agent.
In this regard, the deputy requests to consider the possibility of making changes to regulations, including the obligation of foreign agents to duplicate the appropriate markings in audio and audiovisual materials every 15 minutes if the broadcast duration is more than the specified time. It is also proposed to introduce the obligation to duplicate markings at the end of the broadcast, regardless of its duration.
