The EU Council, as part of the 12th package, decided to maintain restrictions against Russians even in the event of their death, in order to prevent financing of Russia’s special military operation in Ukraine, the EU Council resolution says.
Such a decision is being made for the first time in the history of European sanctions, TASS notes.
“The EU Council decision sets out the conditions under which the Council may retain the name of a deceased person on the list of natural or legal persons, organizations and entities subject to an asset freeze and a ban on the transfer of funds and economic resources,” the document says. Such measures can be taken if the Council considers that “there is a possibility that the relevant assets could otherwise be used” to finance Russian actions towards Ukraine or “undermine the territorial integrity, sovereignty and independence of Ukraine.”
It is also reported that the European Union has included in the sanctions regime against Russia the possibility of confiscating the financial assets of a Russian legal entity or individual for the purpose of subsequent payment of compensation to European companies whose Russian property has become the property of the state or Russian companies.
