St. Petersburg deputies put forward the idea of introducing fines for officials. As Business Petersburg reports, the initiative was developed by Andrey Ryabokon and Anton Solovyov.
They propose to introduce additional punishment for officials throughout the country through whose fault the rights of citizens were violated. It is planned to supplement Chapter 5 of the Code of the Russian Federation on Administrative Offences. It is proposed to fine officials 5–10 thousand rubles for violations, 15–20 thousand rubles for repeated acts, or be disqualified for 1–2 years.
The authors of the idea note that Russian legislation does not contain real mechanisms for punishing officials who violate the rights of citizens, and in any controversial case it is easier for an official to refuse a citizen, and he will not bear any responsibility for the refusal. “Irresponsibility also gives rise to the reluctance of officials to understand complex atypical situations,” added the authors of the amendments.
The initiative will be considered by the Legislative Assembly of St. Petersburg. If it supports the draft resolution, it will go to the State Duma.
They also cited data from the Legal Information Agency, according to which 275.8 thousand cases of challenging decisions and actions of authorities and officials were considered in the country in 2022.
