The Pico y Placa restriction, in Quito, changes its schedule from December 15

In the morning the measure will govern from 06:00 to 09:30, in the afternoon it will continue from 16:00 to 21:00.

The Municipality of Quito reformed the Pico y Placa vehicle restriction. The changes were announced this Tuesday morning by the Secretary of Mobility, Ricardo Pozo.

As of Wednesday, December 15, it will govern a new schedule in the morning, from 06:00 to 09:30; in the afternoon, it will be held from 4:00 p.m. to 9:00 p.m. Until Tuesday the measure started from 05:00 to 10:00.

Likewise, the mechanism of restricting circulation two plates per day, Pozo explained.

According to resolution AQ 033-2021, of December 13, signed by Mayor Santiago Guarderas, the limits of the Peak and Plate are as follows:

Sector Street, avenue
North Up to Calle de los Narcisos (unrestricted road) intersection with Av. Córdova Galarza (round of the Higher Police School sector, which then merges with Av. Simón Bolívar (round of Villorita).
On Av. Morán Valverde (unrestricted road)

The adopted decisions are born from the dialogue tables with different sectors, said the official.

Due to the application of the Pico y Placa, it is estimated that around 20% of vehicles go out of circulation, he added.

There are no safe conducts

The Secretary of Mobility clarified that “there are no safe-conducts.” That the only thing allowed will be for people with disabilities to mobilize, without restriction, either as drivers or passengers, as long as they present the corresponding card that supports their condition.

Seniors are also excluded from the restriction, Pozo said.

Edge parking lots

For drivers who wish to leave their vehicles parked for the duration of the Pico y Placa, the municipal border parking lots are enabled, which offer free service, from Monday to Friday, from 04:00 to 22:00:

  • Cuscungo, with 150 seats
  • The County, with 150 seats
  • Zambiza, with 160 spaces

Offenders

General (r) Jaime Vaca, director of the Metropolitan Transit Agency (AMT), reported that since November 13, 3,321 drivers have been sanctioned for violating the restriction.

The fines for not complying with the measure are: the first time it will be 15% of a unified basic salary (SBU), the second time 25% and the third time 50%. In all cases the vehicle is detained by traffic officers.

Vaca explained that when the basic salary rises to $ 425, as of January 1, 2022, as announced by the President of the Republic Guillermo Lasso, the fines will have the following values: the first time $ 63.75; the second $ 106.25; and, the third time it will be $ 212. (I)
