The head of the working group of the All-Russian Popular Front “Protection of the Rights of Motorists,” Pyotr Shkumatov, suggested that fines for exceeding the average speed will be completely abolished.

According to the auto expert, such fines cannot be legal. Shkumatov said that they are the initiative of one specific department, which ignored “all the comments of the Supreme Court” that previously led to the abolition of such fines.

The expert noted that a legal conflict arises. “It cannot be that a violation was committed somewhere along 20 kilometers of some road,” he said on the radio station “Moscow Speaks,” recalling that the average speed of a car is calculated by the time it took to travel the distance between two cameras .

It was the lack of opportunity to establish the specific location of the offense that the Supreme Court drew attention to, pointing out the prohibition to issue a resolution on an administrative offense without indicating the exact place where it was committed.

Let us note that it recently became known that the Ministry of Transport proposes to return fines for exceeding the average speed. As Kommersant reported, the document was supported by the Ministry of Economy. However, the position of the Ministry of Internal Affairs is unknown. They previously reported a lack of clarity regarding the location of the offense and jurisdiction.
