The State Duma abolished fees for paying for housing and communal services, but only for those in need

Russians in need of social support will be freed from the need to transfer commissions to banks and payment agents when paying for services. The State Duma adopted the corresponding bill today in the second and third readings, RBC reports with reference to materials in the database of the lower house of parliament.

Initially, it was planned to abolish the commission for all Russians. However, an amendment was prepared for the second reading of the draft, according to which the benefit will become targeted and will be available to citizens who need social support from the list of categories established by the government.

Another adopted amendment to the document suggests that this law will come into force not from the date of official publication, as previously planned, but from July 1, 2024.

The bill in question is more than three years old. It was introduced into parliament in February 2020, after United Russia’s proposal was supported by President Vladimir Putin. The draft passed its first reading in the State Duma in April 2020; subsequent hearings on it were not held. However, in November of this year, the chairman of the lower house of parliament, Vyacheslav Volodin, announced the need to consider and adopt the bill as a priority.
